We are not able to log on to a newly installed Cognos Dispatcher version 8.1. While logging into Cognos report studio, we get the following error message:
"The function call to 'CAM-AAA-Authenticate' failed. Reason:"
We are not even getting the login page. As a temporary fix, we have resorted to restarting Cognos services at regular intervals.
Can anyone help us to define some approach on this.

Hope you are doing well. You may try considering how your server memory resource is allocated.
In short, you might get this CAM-AAA error because you might have allocated more memory than what's available physically.
Example: You have a large configuration and left the Maximum Memory at a default of 1536 MB. However, there is only 2 GB RAM available in the box or your virtual machine (of which a large part is used by the OS). You could try reducing the memory allocated to 1024 MB; this may resolve the issue.
Of course, you need to also consider how much RAM remains for your OS. You should allocate at least 1 GB for the OS. Just make sure the total of allocations do not exceed the physical available to you.
