It seems not veritas issue, based on the research and the Development knowledge. Try to install MSDE manually from microsoft website and you will get the same error. Probably this issue occurs when you install a DC – change the PDC emulator role to the local server and the install will complete. The change the role back,

hi there,

Remember when installing MSDE on a Domain controller, the PDC emulator role needs to be the local server and the installation will be successful otherwise when the PDC emulator will react to the MSDE on the Domain controller by which fatal sqlunirl.dll error will occur.

Hope that solves your problem

That’s a fatal error and it normally means a big problem between the program you are installing and the system. First thing to do is to check if the program is compatible with your computer. The Veritas Backup Exec 9.1 for Windows supports Windows 2000, Windows NT 4.0, and Windows Server 2003. Also, the Veritas Backup Exec 9.1 is not the actual program.

It is only an update to a version of Veritas Backup Exec. To properly install Veritas Backup Exec 9.1, you need to have a fully licensed version of Veritas Backup Exec 9.0 for Windows Server already installed on your computer. If you don’t have this version on your machine, you cannot install the Veritas Backup Exec 9.1 update.

You can download the update again from Veritas Backup Exec, v.Backup Exec 9.1 for Windows, A00. The Veritas Backup Exec 9.1 update contains product enhancements and bug fixes for Veritas Backup Exec 9.0 for Windows Server. It also includes official support for the Microsoft Server Appliance Kit 3.0 used in Windows Storage Server 2003 operating system, Windows Small Business Server 2003, and Microsoft Exchange 2003.
