To resolve that issue, you will need to perform a "Selective Startup", otherwise called a "clean restart", before you install the administration tool:

• On your computer click Start , and then type msconfig.exe in the Start Search box, and then press Enter to start the System Configuration utility.
• After that go to the General tab, and then click Selective Startup.
• You will need to clear the Load Startup Items check box.
• And then go to the Services tab, and choose Hide all Microsoft Services, and then click Disable All.
• After that click OK, and then click Restart.
