On all 3 I have installed VS2008 however utilizing the command line directions you connected I tried the CE600 MSI install one more time but got with the similar outcome. The error which I receive is following:

ToolsMsmCA (Error): IHxFilters filter registration failure

Hello,

Receiving either one of these two errors messages means the same: 
"ToolMsmCA (Error): IHxRegisterSession transaction failure: Err = 0x8004036f, pRegSession -> CommitTransaction()" 
"ToolsMsmCA (Error):IHxFilters filter registration failure: Err=0x80040305, Context = pFilters -> SetNamespace(Namespace)" 
 
Those errors are caused by SDK installation. Visual Studio 2008 is in installed in your machine but SDK will work properly unless  Visual Studio 2005 is installed in your machine. No problem would be occur if both versions are in installed in your machine. Re-install SDK and choose custom installation and do not select documentation.
