Hello Roger,
To resolve the issue that you are getting, you will first of all need to ensure that you have got the Standard toolbar visible.
From there, you will need to select the target device using the following procedure:

You will need to go to View and then Toolbars > Standard.

If the Expression Blend detects the emulator, then it means that there is a problem with Visual Studio that is trying to deploy to a device by default.
Another thing you should try is creating a new Windows Phone 7 project and after that try deploying it from Visual Studio to see how it works.
