In my case, I have a lot of custom Add-ins and don't want to reinstall

Dear User,

This error typically occurs when you have a previously installed office package not uninstalled properly.

Please go to control panel and open programs and features. And remove If there is any office based applications left in there.

Also you can try thing tool to remove office completely from your system

After you remove it completely. Try reinstalling your office again. If possible try a different setup file.
