I am trying to update my iPad 2 to iOS 5.01 but I often receive an “Error 1631:  iTunes was unable to search for updates for the network operator settings for your iPad. ” I searched online and found a solution which is to enable Data Roaming and Cellular Data on the Settings of my iPad which I instantly followed but still get the same message.

What should I do now?

Some Apple iPad users may experience error 1631 when they try to update the device to the latest version of the iOS.
Since you have already tried disable the cellular data but still having same issue i would  give you other solution that may resolve your issue!
 
> Do you have sim card on your iPad?
 From what i have researched,  when iTune 10 checks for updates for the iPad, it looks for carrier updates first. If iPad does not detects a sim it will gives you an error 1631. Your sim card does not need to be an active one. You would just need to modify the sim if you don't have a micro sim. You can modify the normal sim buy cutting it.
 
If ever you encounter issue with a non activated sim and if it ask for a sim pin (default sim pin 0000) you can also do a work around: first insert you sim into your ipad then open settings menu, then have the cellular data on if the sim has a pin just enter the default pin, after that you will see a MESSAGE  on your IPAD. You may see a message that activation could take a while. Just press Dismiss" button.
 
After performing those steps it  worked as they should.

If you need to update your iPad to the latest supported iOS version for your device using iTunes, as always, you need to update iTunes to the latest if you encounter problems. Download the free version of Revo Uninstaller and install. Once installed, start Revo then select iTunes among the applications and click “Uninstall.” Follow the normal uninstall process.

When uninstall is complete, click “Scan” to scan your computer for any leftover files and delete everything it finds. This removes everything the program created on your computer. When it is finished, exit Revo then download the latest iTunes for Windows on TechSpot. It supports Windows XP, Windows 7, Windows 8.x, and Windows 10. Windows Vista is not included.

If the problem continues, connect your iPad to a Wi-Fi network and from there you can check for an update on your iPad. Checking for updates is much faster on a Wi-Fi network than when using cellular data connection.
