Yes, Drupal is an open source Content Management System. It is written in PHP. and Yes, you can use it in editing your website theme.

If you don't mind, there also other CMS that are open source.

• Joomla 3.0

• SilverStripe v. 3.0.2  

•TextPattern v. 4.5.1                                                                        

I suggest you should use WordPress. Why? First, it's free/Open Source! Second, based on my experience, it's very easy to use. If you know how to edit MS Word documents, then I think you don't have any problems updating content on your site. Also, it has a lot plugins, you can customize your site in many ways! You can also integrate your site with the social networking sites like Twitter, Facebook and etc.
