iPhones, as well as iPads does not store much of its browser cache. So, you would not be able to watch a previously buffed or streamed video. Every time a tab is closed or an application is closed, so as the cache. You can download an application on your iPad that will allow you to download videos from websites.
An example of app is the Video Downloader and Tube Downloader. Some application requires firmware 4.3 and above.
You can also search an app via iTunes Store on your iTunes then sync your iPad after download is done.
