To develop a vBulletin website you need to purchase the software. It is not an open source software so you have to purchase it. The following steps will help you to develop a website using vBulletin:
1. There is a demo version available using which you can get familiar with vBulletin. The demo is active only or 24 hours, so you have to buy the software after 24 hours.
2. The tutorial on how to use vBulletin is available here - http://www.vbulletin.com/docs/html/. All the details on how to develop a website can be found in the tutorial.
3. There are two choices to buy a license for vBulletin. They are owned license and leased license. The owned license will cost you $180 and the leased license will cost $100. You have the full rights permanently in the owned license whereas you will have the rights for a specific time in the leased license.
