It’s not so tough to understand whether the questions are dummy or not. When you are attending a test, always remember that the test taker must take his/her items in either writing or listening sections, never the both. Determining dummy or wrong choices depends on your knowledge of the subject.
If choices are not relevant to question then you can assume so.
If all choices are wrong.
If all choices make out same meaning but no option to select all.
If no option is within your syllabus or are out of your knowledge entirely.
These are some ways to decide what is wrong and what is right.
