Custom Form in Outlook is not used

I made a custom form in Outlook. The problem is it is not used when making new item or when opening an old item. How can I use it in a standard folder-based form result? What are the things to consider? Please send me some help. Thanks.

Publish the form in the folder or forms library where you want to use it. On the Tools menu in the custom form, point to Forms, > click Publish Form. The name of the form is also the Message Class, which is important then next two steps.

Make this new form the default form for that folder. To do this, right-click the folder, next click Properties. In the When posting to this folder box, click your custom form, next click OK. New items that you create may use the custom form instead of the default Outlook form.
