I have my web page on the desktop as well as as the CSS have created but the formatting in CSS is not implemented in the web page view. Please, some to assist.

Kindly, show the code for your web page and CSS you have created to help you identify potential errors.
If you have saved your files correctly, i.e. CSS - as 'name.css', html-as 'name.css', remember name is arbitrary so in your case provide the respective names. And also having placed the link tags, referencing / calling code then there could be syntax error in your coding. Check your code and if it still does not work, provide it for recommendations.
