Creating a simple program in VB 2015 with highest and lowest value

I want to create a program that can accept 3 numbers. Display it back with options like highest to lowest or vice versa. What are the objects I need to use to make this work? Can you please explain to me step-by-step or line-by-line how the program will work? Can you show me how to create .exe file out of this program.
