CPU Z on Android, is it showing the correct info?

I've installed CPU-Z on my tablet and it is running fine. But I don't think that it is showing the correct info. It says that my CPU usage is 12% even though it is ideal. After sometime, it again hits 100% and comes down to 12%. Remember that this all happens when the tablet is in ideal condition. What's wrong with my tablet or is it CPU-Z which is showing  the wrong information?

I‘ve been using CPU-Z in my computer and suggested it to my friends to use it to monitor computer performance and usage. CPU-Z is one of the most dependable software for monitoring memory usage. However if in some instances your Android rates fluctuates from time to time even you’re not doing anything please check other software installed in your phone. I have the same issue with my computer. I noticed that my memory will show 50 percent in current usage though I am not doing anything in it. I checked for running services and showed that there are services in my computer that are downloading updates. This is same principle with your Android phone. Same thing happened with my wife’s Android phone. The worst thing is that it doesn’t only eats the memory available in her phone but also eats the available cell phone load with noticing it.
