Here is an error message, which keeps coming up on my PC. The error does not specify anything clearly, so that I can go about searching for a solution.

Could not read RAR header
Error: Overlappet I/U-operasjon pãgãr.
I am working on Windows Vista Ultimate machine. While trying to play one of the videos in my video layer, I am getting the above error message. I did not make any software or hardware changes.
Does anyone have any idea of why this error message pops up?

I'm assuming you are using a video player that plays directly from RAR archive files.
RAR is one of the most popular compression formats and is commonly used for movie files, that are shared through sharing website. The error you are getting suggests that the RAR file itself is corrupted. Download and install WinRAR it's shareware that you can use for a trial period, after which it will display a nag screen every time you use it.

After installation, use it to decompress the RAR archive. If the RAR file is indeed corrupted, WinRAR will warn you and most likely cancel the decompression process. Your only course of action would then be, to download the RAR file again. If WinRAR succeeds in decompressing your RAR file, you will most likely get a video file such as AVI or MPG. You can then playback the file using a variety of video players, such as Windows Media Player, VLC player, KMPlayer, and others.
