I am planning to purchase a new desktop, the one I am eyeing has a low memory. I need an operating system that I can put control on because I will be using it at home and I have small children. Which of the operating system would you recommend that I install once I purchase my desktop between the three-Vista, Windows XP and Microsoft Windows 7?

Well I would suggest you to go for Windows XP, as Windows 7 and Vista will consume a lot of internal memory but as you mentioned in the question that you are looking for an OS which works pretty cool in low memory then XP would be the best for you.
XP even has various exciting features like Digital photography, Gaming, Creating movies with Windows Movie maker. Windows XP SP2 has Windows Defender and it has tons of problem solving tools so it doesn't crashes often whereas Vista and 7 has a high percentage of Crashing ratio then XP.
Therefore I Recommend Windows XP SP2.
