TFTP server is a centralized server which is used to register all the IP phones in the network by assigning them IPs, DNS address and other configurations that you have set in the Call Manager.

If you are using Cisco Call Manager then the IP of your CM will be the IP of TFTP server which has to be filled in IP Phone settings.

Cisco IP is used as a communicator for soft phones applications that enables to use your laptop to make voice calls or video calls

For the Server TFTP can be used to the network on your phone to assign IPS to them. Try to see if the IP you are using is compatible with the TFTP server
