Can’t connect to our shared printer

I have a problem with our shared printer. If I ping the IP address of the host computer it is connected. But if I try to connect or print a document it prompts a message saying, cannot find printer with other possible reasons. So I check on the services under system32. I looked into the network connection option and the status is Stopped. There's a start button below so I clicked it but an error appears.

What may be the problem? Is this the reason why I cannot connect to our printer?

Could not start the Network Connections service on Local Computer.

If you have used the printer through the network before, check if your computer is connected to the network. Also check if the computer is plugged to a computer in the network and is turned on. Check if the computer where the printer is plugged into is open and running.

Also ask the owner of the computer to check if the computer is connected to the network and is the sharing options for the printer wasn't changed. Also check if Internet connection is available. Take into account if you have upgraded your system or installed a new Office software and check you Network sharing settings. Also check if the system that you are running is compatible with the printer.
