I have been looking around, and I was wondering, do you know what is the best CMS for Phoenix Emulator? I tried RevCMS but IÂ had problems with it. I like novaCMS but it doesn't have housekeeping what are the Top CMS with versions in your opinion?

I suggest you this way
RevCMS, and Phoenix Emulator both are top one. But you should not  use to Xampp, use IIS it's a lot safer for you. But when RevEMU doesn’t work then use it.
RevCMS is very easy to handle it I mean user friendly, but you have to learn PHP to make mass edits. Coldfusion is also  easier to handle.
