I've heard windows 8 is coming out with a feature they are calling XBox games. Does this mean it can play XBox games or is just marketing?

According to resources, its been confirmed that the new Windows 8 games will bear the Xbox logo. Its also said that the classic inbuilt Windows games will give you the Xbox experience now. Its also predicted that Microsoft is going to bring it complete integration with Xbox live.
All these games are supposed to fall in the new Windows Xbox family. According to the news games like minesweeper, solitaire, etc are reported to be added in the family. Microsoft hasn't yet provided any official confirmation on this. Lets just wait till we get any official confirmation.

But according to some sources, users can be able to access Xbox Live Dashboard through their PC. And users can also download and play content from Xbox Live marketplace and also game disks can also be read with their PC. But surely, there will be a subscription fee for this.
