I'm wondering why my Dell T620 laptop can't burn/copy files from laptop to a cd.

Is there a problem with my cd-drive?

If you can not copy or burn a disc from your laptop on to a blank disc using your optical drive, be sure to check the disc first if it is not yet full and if the data side of the disc is clear from scratches. If there is no problem with the disc physically, then it is possible that the problem is with your CD/DVD writer. Maybe its lens is already dirty.

An optical drive with a dirty lens would really unable to burn a disc and even unable to read an ordinary data disc. Try cleaning the drive’s lens using a CD cleaner. You can also use the CD cleaner for VCD or DVD player. They are just the same. Just follow the instructions on how to clean the lens and apply the right amount of fluid to the disc cleaner so the lens would not be damaged.

After cleaning the optical drive, let it dry for a couple of minutes then try inserting a data disc on to the optical drive just to see if the drive can browse its contents. If the drive can successfully load the contents of the disc, you may now try burning a disc.
