The most current video cards seem to be built to operate on a DDR3 Ram’s is it possible to use DDR3 based video cards on a DDR2 machine? Which of the functionalities of the PCI devices provides for better performance between the PCI express and the PCI and what are the speeds of data transmission in both cases?

It is possible to use a DDR3 Video card on a DDR2 machine. The video card's memory is independent from the system's memory, unlike Ram's that you cannot switch or swap. If you use a DDR3 Video card or even DDR2 video card, make sure that it is compatible with your motherboard and make sure that the power supply is compatible with the video card also.
