I have MS Excel in my PC with Windows XP. How can we always force MS Excel to save the file in Excel 2003.Or if u put it other way round how can we excel force file release in 2003 if save in 2007.

If you use Microsoft Office 2007 you can set up settings to always force Office 2007 to save the documents in Office 2003 format. Here is what you need to do:
click on Microsoft Office Button (If you don’t see it, then from file menu click on Save), then go to Word Options and from the option list choose Save. Then from drop-down menu choose to save files in this format: Word 90-2003 Document (*doc).
