I am using BSNL EVDO Net-Setter for internet service. While using, its speed drops instantly after some time even when there is full network. Previously when network is full it provides maximum speed i.e. 1Mbps(100-120 kb/sec downloading )but now it is only giving only 10-20 kb/sec only even when there is full network.please suggest some solution for this problem.

I guess you should contact your Internet Service Provider for proper action in case there is a problem in the connection. Even if you are an internet subscriber and you pay monthly, you should also know that you are using a shared network. You are not the only user who is using that connection and there are others that are also on the same connection.

If before you have a good speed on your connection, it is possible that more and more users are now subscribed and if this happens, the speed of the connection will surely drop. The sudden drop in the speed is normally experienced during night time or peak hours because more users are online and probably using the network for several hours.

If you need to download something and the file is relatively big, you should probably do it during day time or off-peak hours where less people are online because most of them are at work. To clear things up, you should talk to your Internet Service Provider for possible solution.
