Hi, I cannot access completely my user account on windows. I have restarted my computer but its still the same. It only give me my desktop background with the cursor and nothing else. Please help.

Have you tried logging in to safe mode?
Yes and its still the same.
If you have nothing to loss on your user account, access safe mode again and click on Administrator account. Then Start > Control Panel > User Accounts >
Click the "user account" which has the problem > Change an account > Delete the account.
Next, create the user account. From User Accounts > Create a new account and follow to complete the wizard. After restarting the computer, it will load properly.
