Hi,

It means your old account that you used with your previous phone, cannot be used with the new phone hence advised to create a new account to activate your iPhone.

You should also make sure your account that you are trying to activate with, is free of debt meaning you don't have any outstanding debt or arrears hence the reason as to why you are having difficulty activating through it.

Also ensure you have entered your correct details in activating your account to also avoid encountering errors. You can also contact AT&T online for customer support regarding your issue through their website,

Hope that helps.
