My computer specs:
 
PSU : Simbadda 380W .
Processor : Intel(R) Pentium(R) 4 CPU 3.0 GHz Hyper threading.
RAM : V-Gen PC 3200 512 Mb + Apacer PC 3200 512 Mb.
HDD : Western Digital (Blue) 160 GB.
OS : Win XP (SP2).
Directx : Directx 9.0c.
VGA AGP match with this.
VGA AGP 8x ATI HD 3650 Powercolor 512 Mb 128 Bit.
Or VGA AGP 8x Radeon 9600 Pro 256 Mb 128 Bit.
 
Which one is suitable? Because my PSU is only 380W.

It means your power supply and current can support either of the 2 choices of AGP cards.
 
I suggest you try the online calculator by yourself since I do not know if there are any other devices on your computer that consumes additional power such as case fans, DVD-RW drives, other hard drives, 3rd party CPU fans, water cooling kit, add-on PCI cards and more.
