Is it possible to remove unnecessary applications from almost 2000 user PCs that are part of Windows 2008 R2 Active Directory being the administrator of the group?

There may be administrator in different levels, and therefore to do the task that you are saying you will need to be the super user who has the privileges to read, write, modify and make all the changes that the administrator can without any restrictions.
