I would like to know if the release of Apple Lossless Audio Codec resources under Apache license will pay way for the development of new IOS platform

The answer to your question is NO, because they have just released one of their finest OS the IOS 5. So there is very room for development in this OS. There will be no new IOS release in this year as far as I can tell.

About the ALAC under Apache license, it will be used in the IOS as it was, nothing changes the fact that it is actually the Apple's source code so why don't they use it in the development of their new IOS whenever they do so.

The release of ALAC under the license will only help other companies integrate it with their own systems and OS in order to further increase the compatibility of IOS devices with their OS. There are a lot of IOS device users that use Windows. So it will be a good thing if Microsoft plans to include that source code into their OS which will enhance the user experience for their customers.
