There is some truth in your friend’s statement. This Ubuntu 8.04 was released back in 2008 and on 2011 support ended for this version for desktops. On this month the support for servers also supposed to end.
On the other hand Radius module used with apache provide access policy in site-specific way. Radius module supports various different authentications like PAP, CHAP, EAP and DIGEST- MD5.
Other features include data Sources, Authorization, software extensibility, server platforms and etc.
