To activate the read only spreadsheet you need to double click to open the files the first one is read only and the second  one is the one that is usually used before you open check and see if the read only attribute is turned on. Make sure the ignore  other applications is not selected. Make sure you clear all files in temporary internet Directories. To reactivate it you need to  right click on a file then look at properties, if you change it will affect the file. The only easy way to create a read only file is clicking on a file twice.
